From connecting with loved ones, to the way we do business, entertainment, and leisure or just to find information quickly – almost every part of our lives is at least now partly Online. At the same time there are real risks posed online by harmful or illegal activity. Whether disinformation, people taking advantage of uncertainty to incite fear, or the much graver problem of children facing online bullying and sharing of videos/ images of children suffering sexual abuse.

The Government has appointed Ofcom as the regulator for online harms in the UK. Working to establish the Online Harms regime, is an opportunity to create a more inclusive, competitive, and innovative digital economy for the future. There has never been a more meaningful and exciting time to join Ofcom and help deliver one of the most rewarding programmes in the history of our organisation. This role sits within the Online Safety Delivery Unit of Online Safety Programme.

Purpose of the Role

Online Safety Bill would grant Ofcom new responsibilities that will help to keep people safe when they are online. Given the scope of the whole programme, we would like a Programme Management Office Manager (PMO Manager) to join our PMO team and contribute significantly to the success of the programme.

As a PMO Manager, you’ll play a pivotal role in making sure our programme delivers its projects in an efficient way. You will be responsible for the reporting and tracking of projects with the aim to improve the way Focus Areas deliver their projects.

You’ll also be responsible for other PMO activities for the Programme such as risk management, issue management, resource planning and forecast, programme support; liaising with OS team members and other teams across Ofcom (e.g., Finance, Economics, Research, and ICT)

You’ll also be responsible for sharing best practice of PMO and project management across the programme

Key responsibilities

  • Provide support to the project team in coordination and delivery of milestones, ensure deadlines are met
  • Implement an agile and flexible approach to project management
  • Prepare creative and informative reports on the status of our projects and ensure reports are produced in a timely manner for OS Programme Board
  • Collate and coordinate inputs into reporting materials, e.g., monthly updates to OS Programme Board, Ofcom Board, etc., with a particular focus on drawing out key themes for non-technical audiences
  • Clearly identify and track milestones reported to key stakeholders and Senior Management, managing issues and risks as they occur including escalating when appropriate
  • Coordinating and ensuring the effective provision of project management support to the wider Programme team
  • Taking ownership of delivery to time, quality, and cost across a range of tasks to support the Online Safety Programme team.
  • Demonstrating agility by handling various tasks at once
  • Being able to provide clear and concise PMO guidance and advice, escalating when necessary, following proper escalation process
  • Collaborating closely and effectively with programme team members, Administrators, Associates, Senior Associate Managers, Principals, and Directors.

Skills, Knowledge and experience

  • A good understanding of project management tools and methodology.
  • Able to manage and handle competing demands within a varied and changing workload, using initiative to plan, organise, prioritise, and recognise when to escalate risks.
  • Have strong attention to detail and accuracy and take pride in making sure your work is of the appropriate quality.
  • Able to work independently, demonstrating flexibility and adaptability and supporting a culture of collaboration and trust.
  • Good working knowledge of PowerPoint, Excel, and Visio (desirable, not essential)
  • Have strong interpersonal and communication skills, and the ability to build and maintain relationships with a diverse group of stakeholders and colleagues
  • Experience of identifying key messages and themes from complex work programmes and communicating them to non-technical audiences
  • Appreciation of and desire to promote Ofcom’s values of excellence, agility, empowerment, collaboration, and respect
